Matuskey, Interim Senior Vice President for Academic Affairs Beverly Walker-Griffea, Senior Vice President for Student Services Subject: FY2012 Operating Budget Implementation Guidelines The purpose of this memo is to share with you the expenditure guidelines associated with implementation of the current fiscal year's budget. Although this past year continued to be challenging, we still managed to emerge in a relatively financially stable position for FY2012. In many ways, this was due to good financial stewardship by all members the College community, for it was due to your efforts that we were able to preserve valuable resources by reducing our spending, curtailing contract costs, and by limiting our hiring practices to only key positions ï¿½ none of which was easy to do. Please know that all of the College senior leadership is thankful for all of your conscientious efforts, and for your advocacy on behalf of our students. Although the guidelines below have essentially not changed from last year, we felt it would be useful to reiterate those for you at this time. Please share with your units. FY 2012 Operating Budget Implementation As a budget manager, you have already received revised copies of your budget for FY2012. Therefore, the College's Budget Savings Program, first enacted in FY2011, will remain in effect until further notice. A complete list follows: <li> A hiring freeze for all administrative and staff positions except for those deemed necessary for safety and security and those designed for direct support to students. Any requests for exemptions will be considered by the Personnel Issues Committee. All requests for exemptions should be entered into the Taleo Recruitment system with complete documents and strong justifications for making the exception. There will be no hiring freeze for full-time faculty at this time. <li> The use of lapsed funds for the hiring of short-term (casual) temporary staff will not be authorized. <li> Requests to move funds to a unit's temporary staff account to continue funding short-term (casual) temporary staff, except in the areas of child care and safety and security, must be submitted to the Office of Human Resources and must include a detailed justification. <li> Requests for new temporary-with-benefits staff positions will not be approved. Please note that grant-funded and other alternate-funded positions are not affected by these budget reduction measures. <li> Long-distance travel continues to be curtailed except in limited circumstances. Therefore, to access department funds for long distance travel, requests will require the approval of one of the senior vice presidents (SVPs) and will not be honored without that approval. However, beginning this year, full-time faculty and non-bargaining staff and administrators may utilize separate funds established for reimbursement of travel expenses related to professional development (up to $500) while funds are available and when requested and approved in advance. The request forms are located on the Office of Human Resources webpage at http://cms.montgomerycollege.edu/EDU/Department2.aspx?id=20776. <li> Local travel is not presently affected. <li> College-expensed food and beverages for meetings and internal functions must be extremely limited. <li> Units are required to defer major purchases valued above $25,000. Requests for these purchases will be reviewed by the SVPs to ensure that they are absolutely necessary to operations at this time. Justification must be submitted with the purchase requisition. <li> Campuses and administrative units are encouraged to reconsider day-to-day processes to ensure necessary coverage and to achieve needed economies. This may include, in some instances, shared staffing across units. Although our office environments do not necessarily encourage shared staffing, we need to look to it as a way to assist offices and/or services experiencing reduced staffing. A review of the effectiveness of this plan will be completed during the mid-year financial review of FY2012. Hailed by <a href="https://www.theguardian.com/books/2019/aug/23/the-memory-police-yoko-ogawa-review" target="_blank">The Guardian</a> as, "a masterpiece, meditating on totalitarianism and resistance as well as the rhythms of life and death," The Memory Police will spark rich discussions on the themes of memory, loss, and individual autonomy. Our first meeting will take place in late September. Those interested in joining the Book Club can e-mail Yvonne Hu-Cotto, Michelle Chan, and/or Nghi Nguyen. We will meet every two weeks, covering about five chapters at each meeting. The AANHPI Book Club reads books written by Asian American, Native Hawaiian, and Pacific Islander (AANHPI) authors. The AANHPI experience is a living, breathing, and evolving culture that deserves its own study. We will learn, understand, and attempt to define the AANHPI experience through the reading and discussions of these books. Previous selections include Pachinko by Min Jin Lee (FA25) and My Year Abroad by Chang Rae-Lee (SP26). Discover How MC's Assessment Centers Can Help You.The Assessment and Testing Centers, in collaboration with Center for Teaching and Learning, is offering an online workshop on using the testing services at Montgomery College. Faculty members who expect to use the Assessment and Testing Centers for in-person testing are invited to attend. The workshop will focus on RegisterBlast, the platform faculty will use to submit, edit, and retrieve their tests and students will use to make their testing appointments. Tips will be shared to facilitate a seamless testing process and a positive experience for faculty and students. Staff will be ready to answer questions from individual faculty members. We will also share resources on using HonorLock, the third-party service for online proctoring. We hope to see you!
