Special Recognition Leave Award. The first recommendation calls for a special recognition award in the form of leave to be added to the already established monetary awards. The recommendation was made in response to a question raised by a constituent at a Town Hall meeting in November 2016 and then, at Dr. Pollard's suggestion, brought to the Staff Council in December. An ad hoc committee of the Staff Council researched current College staff recognition awards as well as leave-based awards programs at other institutions. Alternative Annual Performance Bonus. The Staff Council also requested that during years when performance bonuses are unfunded, the College provide staff who "exceed expectations" on the annual performance evaluation two additional paid personal days, available immediately, and staff who receive "far exceed expectations" four additional paid personal days, available immediately. The proposal was developed to address numerous constituent questions received this year about the lack of performance bonuses and to come up with an alternative to the current policy. Funding for Temporary Employees. A third recommendation asks that funding be made available to hire temporary employees to cover the job duties of staff who are granted professional development leave. This initiative was led by the Student Parent Program within the Student Affairs Division in close partnership with the Facilities team. Together, the spaces were thoughtfully planned, designed, and implemented to support the unique needs of parenting students and their families. The creation of these spaces allow parenting students to remain connected to campus while providing their children with access to child-friendly activities and learning materials. Each location includes family-centered features such as children's books, activity stations, colorful furnishings, interactive technology, and comfortable study areas that foster both academic success and a strong sense of belonging. Room locations for each campus will be added once confirmed, including the designated space within the Germantown Library, so students can easily identify where the spaces are located and how to access them. The creation of these spaces reflects an ongoing commitment to removing barriers, supporting student success, and recognizing the full lives and responsibilities of students. For parenting students, access to family-friendly study spaces can make a meaningful difference as they continue pursuing their educational goals while caring for their families. He has earned numerous degrees and certifications in education, math, and technology. Vega joined the College in 2023. He teaches a number of computer science courses through the Computer Science and Technologies Department on the Rockville campus. They include Computer Concepts, System Analysis and Design, and Introduction to Scripting. Vega is originally from Puerto Rico. He attended the University of Puerto Rico in Carolina and earned a bachelor's degree in accounting. He also holds an associate's degree in hotel and restaurant administration. He later earned his master's in finance and master's in education from the Interamerican University of Puerto Rico. Vega also holds two doctorate degrees. One is in finance from Northcentral University in Prescott, Arizona and the other is in Business Administration Information System from Universidad del Turabo in Puerto Rico. He was a school teacher in Puerto Rico for 18 years and then served another 9 years as a school director. He taught mostly math and technology classes. When he retired from the Department of Education in Puerto Rico in 2022, he accepted an offer to teach Computer Science at John F. Kennedy High School in Montgomery County. About six months later, he joined the College. Vega also teaches at Bowie State University. Vega comes from a family of teachers. His father is a retired welding teacher, and his mother is a retired social worker who was employed in a high school. Some of Vega's siblings also are teachers. He has developed a teaching philosophy over the years that he said is student-centered, collaborative, and forward looking. "I like to create an environment where learners feel both supported and challenged. I emphasize adaptability and connecting theory to practice. I also encourage critical thinking, and I try to foster problem solving skills that extend beyond the classroom," Vega said. He said he hopes students who take his classes will "learn how to break complex problems into smaller parts, think logically and systematically, test assumptions, and approach ambiguity with structure." Vega said teaching energizes him, and he loves sharing his knowledge about computer science. "Teaching computer science never feels stale because new tools emerge, cybersecurity threats evolve, development paradigms shift, and artificial intelligence is changing workflows," Vega said. The Laurel resident is one of three part-time faculty members honored in 2026 with a Shoenberg Fellowship. Vega's research focuses on how artificial intelligence is transforming educational practices in computer science and technology. He said he hopes it will raise important questions about AI's impact on student learning and skill development. "This study examines the extent to which the use of ChatGPT influences students' development of debugging, problem solving, and independent critical thinking skills in coding courses. The research investigates whether the use of ChatGPT inhibits student development and reduces hands-on practice. It also exams whether students' reliance on ChatGPT promotes dependency that limits independent and critical thinking to code," Vega explained. Early results from his study show while ChatGPT may offer short-term efficiency and support, excessive reliance on the tool does not appear to inhibit students' ability to learn and develop critical thinking skills. "The study highlights the need for pedagogical frameworks that balance the instructional benefits of AI tools with strategies that preserve hands-on practice and cognitive skill development," Vega said. He presented his research at The 2026 World Congress in Computer Science, Computer Engineering, and Applied Computing. The event was held in Las Vegas last month. Often there is talk today about how AI will replace the need for coders in the future. Vega does not subscribe to that theory. "I don't see that happening. My experiments with using ChatGPT for coding indicates there will always be errors, and you need people with coding experience to fix the errors. I see ChatGPT as a way to help with coding but not as something that will replace the need for people who are coders," Vega said. When Vega is not conducting research or teaching, he enjoys watching sports, in particular basketball. He used to play baseball and basketball but these days he is just a fan. He also enjoys going to the gym. Hailed by <a href="https://www.theguardian.com/books/2019/aug/23/the-memory-police-yoko-ogawa-review" target="_blank">The Guardian</a> as "a masterpiece, meditating on totalitarianism and resistance as well as the rhythms of life and death," The Memory Police will spark rich discussions on the themes of memory, loss, and individual autonomy. 0dc71127-7540-e794-8133-42492fbb23fa1277912026-08-03 00:00:01.000Fariha AlamMC Management Program 2027MC Management is a cohort program designed to help current supervisors and managers develop their skills and competencies, so they manage their employees and work strategically rather than reactively. Participants emerge with new knowledge and a common set of skills and abilities that aid in a consistent manner of managing people at MC. Manage yourself, manage others, and manage within the MC system. The program is open to those who supervise at least one regular employee for whom they are responsible as defined in Workday and through annual performance evaluations. This definition includes traditional managers, supervisors, academic department chairs, deans, and administrators. Shift leads are not included in this group, and it is suggested they participate in the Fundamentals of Supervision cohort. While not a requirement, completion of MC Management is encouraged for all supervisors. In addition to the classes, participants engage in experiential learning. In small groups, they visit a department that works directly with students. They spend time with the manager learning about the department's priorities and discussing how the department impacts student success. The participants submit a report of their findings afterward. Note that full participation is expected as a requirement for completion. Only one absence is accepted. bf5de56b-fbbb-fb34-4535-fe7515c892161277932026-08-03 00:00:01.000Fariha AlamLeadership Development Institute FY27The LDI program began in 1992 and has been offered annually since that time (except in 2020-2021 when the pandemic occurred), making it a signature program of MC. The LDI promotes the philosophy that people lead from where they are and focuses on the participants' self-awareness of personality, vision, influencing, building relationships, and interactions with others. The cohort is open to all MC employees--faculty, staff, and administrators--and meets for nine classes during the academic year. The program ends with participants presenting their projects that they self-selected and developed throughout the year and a graduation ceremony. Since 1992, 652 employees have graduated from the LDI with increased self-awareness and self-confidence, an increased network of colleagues, and a sense of team bonding. The LDI always has been and continues to be a program that promotes a one-college view, enhancing employees' abilities to contribute to student success. Be a part of the LDI experience!
