As a result, Montgomery College needs to also enact some new guidelines and practices to further standardize the College's current commitment to textbook affordability. The following memo from Ms. Paula Matuskey, interim senior vice president for educational services, and Mr. Marshall Moore, senior vice president for administrative and fiscal services, provides greater detail about the new legislation. A document with the new College guidelines is also attached. Matuskey, Interim Senior Vice President for Educational Services Marshall Moore, Senior Vice President for Administrative and Fiscal Services Subject: Instructional Materials Affordability Guidelines Implementation Fall Semester 2009 Each of us has seen the cost of textbooks and other instructional materials increase dramatically in recent years. And we know that faculty members particularly have done their best to minimize student costs while concurrently assuring that appropriate materials are selected for instruction. During this past year, this timely issue has gone on the radar screen at both the state and federal level. As a result, legislation was enacted to respond to this issue, and now we at the College need to enact practices to comply with these requirements. (Details of these laws may be seen in Maryland 2009- SB 183 and Higher Education Opportunity Act (HEOA): H.R. 4137-30-33 of 2008.) The purpose of this communication, therefore, is to fully inform all College employees of these legislative requirements and related responsibilities with which we now must comply in order to positively impact the affordability of instructional materials for our students. The purpose of the attached instructional materials affordability guidelines (IMAG) is to ensure that, indeed, our students will have access to affordable course materials by our complying as needed with newly enacted legislation. These measures also are designed to decrease instructional materials costs as well as enhance transparency and disclosure with respect to the selection, purchase, sale, and use of course materials. The IMAG are intended to be collaboratively implemented by administration and faculty, as well as bookstore and library staff, as we work together to seek ways to lessen the financial hardship of such purchases on students. At the same time, we will continue to preserve faculty members' academic freedom in the important matter of selection of high quality course materials for use in their classes. Please note that these procedures will be effective beginning in fall 2009 as we make course materials selections and adoptions for the spring 2010 semester.
